They must've plucked Bobov for that ad at random -- as they do many other programs.

The paying party of the ad is a third-party college selection service that advertises using many colleges names that it pulls from the Department of Education list of accredited colleges (which Bobov is in order to qualify for PELL grants.)
This service tries to find people by advertising many colleges names. Bobov has nothing to do with them.
