First casualty of the Mega 53 sidewalk slope
A worker cuts open the sidewalk in front of Mega 53 grocery to alleviate the flooding caused by the slope recently built there. Another worker pumps the water out of a street manhole that flooded due to the slope.

This has nothing to do with flooding! They neeed to run a new elecric line into the building. The manholes always have water in them and they empty them out when they need to work.
Water will always find it's way to a lower place. Manhole covers that are in the street are always lower than the sidewalk so STOP PUTTING BLAME where it does not belong. By the way, I have heard that the water actually cools the wires and helps them work better, trouble only comes after a lot of salt gets in the water because that causes shorts.
