It's making it kosher for double and triple parkers on that block!

 

They do that all the time, but usually in middle of the night. They drop off the new empty dumpster in the middle of the street, pick up the full one, and put it down in the street somewhere else. Then the go back and pick up the empty, move it to the place where the other one was, then pick up the full one and take it away. So at some point there are TWO dumpsters sitting in middle of the street at once!

 

I was double parked,sitting in my car on 13 ave ,last week,and 2 monkey-like creatures gave me a ticketdp. can they give you a ticket without telling you to move first?
