Traffic cop tickets cars with time on the meter
A traffic cop is going around and ticketing cars on 51st Street and 13th Avenue in Boro-Park even with much time on the meter. The traffic cop, a dark-skinned Hispanic woman in her thirties who is about 4' 7" tall and weighs about 150 pounds, ignored pleas by bystanders who pointed out to her that there was still time on the meter. The traffic cop went on scanning cars and issuing tickets saying that the people that put the money in the meter were not the owner of the car, which was illegal to do and therefore the cars were ticketable. When asked how she knew that the people putting the money in the meter were in fact not the owners, she said that she was on the job for five years and therefore knew these things. She also said that she would testify to the judge that the meters were being fed if anyone tried to contest the tickets. I guess the people in that area have been getting phony tickets for five years now. Good luck trying to fight them.

Comments:
Today is the age of the video. Someone should've video-taped the bitch. Put it on YouTube. There would be a very good chance it would hit the New York media. It would be scandalous, and likely cost her, her job. And would've forced some amount of reform on the scandalous ticketing of innocent cars.
A bissel saichel please next time.

Wwhat nerve! Who cares who puts the money in the meter, the owner or someone else, as long as there is time on the meter you are parked legally!
She should be F I R E D ! HER TICKET RECORDS SHOULD BE GONE OVER AND SHE SHOULD PAY ALL THOSE PEOPLE BACK THAT SHE SCAMMED!
I wish someone would go around videotaping the ticket agents in boro park. They are constantly giving illegal tickets. I have witnessed cars stuck in traffic getting double parked tickets!! Take the videos and get the media involved!
Oh, and by the way, thanks for voting in Bloomberg again.

While it may be illegal to feed someone else's meter, its illegal to ticket a car that has money remaining regardless of who fed it.
How about everyone that actually saw her do it go together to testify, it would be some site when she comes in to battle against a whole bunch of witnesses!
Why should it be illegal for someone else to feed the meter? The main thing is that the meter gets the money. You could send someone to do it for you. Who's to know? I don't think it is illegal. That's rediculous.
You can hire an a lawyer to represent you in court for a parking violation but you cant hire a friend to put money in your meter?
sounds pretty screwy to me!!
sounds pretty screwy to me!!
If the city can ghire meter maids to give out tickets then why cant i hire a friend to feed the meter?
This is insane. i think Bloomberg himself should be the one to write the tickets not the hired metermaids.

What she is, is a corrupt little prick! Someone oughta teach her a lesson. I hope they reported her to the higher authorities. All they have to do is take pictures of those meter and the tickets that were issued. Or better yet, catch her on video and release it to the press. That'll surely humiliate her.

I'm not defending the false-ticketing, I've been a victim of it several times.
But to the "geonim" and experts who have weighed in here, I suggest you get your driving books out ... in some language that you understand.
The meters reflect a parking-limit. That means that it is illegal to leave a car parked at a 1-hour meter for more than an hour, whether or not the meter is fed. By law, they can ticket the car even if the owner feeds the meter once that time limit has passed.

its probably illegal to do it stam magianst the police officer, but if i ask you to do it then you can so it for me, chaptzem if u can pleas publish the part of the traffic code that speaks about this, maybe everyone knows each other, or the police has to vertify that you did not ask that the meter be fed.
Does anyone rememeber years ago at the same location (13th ave & 51 st) there was a traffic cop who was doing the same thing & the plates of the vehicle were blocked by people standing in front of the plates, & while he was calling for back up on the payphone there, because his radio was not working his ticket book "VANISHED" ?
From the NYC Finance Department website:
Parking Violation Code 33
"Feeding Meter" -- parking in a metered space for a consecutive period of time longer than permitted, whether or not an additional coin or coins are deposited or another method of payment is used.

You people are talking apples and oranges. One cannot "feed" a meter, that is, you cannot put more quarters in it that is allowed for that parking spot. For example, if the maximum time on the meter is 1 hr, you cannot feed the meter after the 1 hr is up.
HOWEVER, you are allowed to have your friend put in the quarters for you if it does not exceed the maximum time on the meter.

Anon 4:31 -- your definition of "feeding" is simply wrong. See the law.
Here it is, from VTL Sec. 4-08(h)
(1) Activation of meter or in-vehicle parking system.
...A person may park at a meter without depositing a coin, using another authorized method of payment, or activating an IVPS, if there is an unexpired interval of time shown on the meter but only if the vehicle is moved before the expiration of such interval. However, such person may reactivate the meter or activate an IVPS upon expiration of the time remaining on the meter but in no event may that person remain at the space in excess of the specified time limits applicable to the parking meter zone in which such meter is located.
(5) Time allowed at parking meters; feeding meters or reactivation of invehicle
parking systems prohibited.
(i) No person shall park a vehicle in a parking meter space for more than one time period lawfully permitted in that parking meter zone, nor shall any person deposit any additional coin or coins or use another authorized method of payment for the purpose of extending such time.
(ii) No person shall activate an IVPS for a time period longer than one time period lawfully permitted in that parking meter zone, nor shall any person activate or reactivate an IVPS for the purpose of extending such time. Where a person uses less time than the time activated on an IVPS,
the cost of the time not actually used shall be credited back to the
electronic debit card when such card is next used to activate the
electronic component of the IVPS.

I am wondering if it's the same traffic cop the put a comment on my ticket "called agent a dumb nigga" just for the fun of it i guess...I took it to the 66pct as soon as i got it and they laughed and said dont waste your time on it... agents name is H. Joyner can someone confirm the name?
H. Joyner is a traffic lady going around 13th Avenue and giving out false tickets.
If there is anyone that knows anyone that got such a ticket and if theres a witness to the story please write a letter and have it notorized and bring it with a copy of the ticket to your Councilmans office and send the same letter to fight the ticket.
H. Joyner also writes comments on the ticket that made up like you said something to her.

to all the bloggers who posted here it's time to orgenize a traffic patrol. the minute they are spotted it should be communicated to cars who are standing at bus stops or pumps.this will kill their buisness in boro pk or flatbush and the top brass will have to relocate them to bed sty or harlem.
The point of making it illegal to be "feeding" someone else's meter is the government as the ultimate hypocrite.
They tell you from a very young age in what passes for schools is "be good, obey all the laws". In it's quest for more money stolen from you, it WANTS you to break the law by having yours or anyone else's meter on the street to expire.
That way they collect more dough from the citizens in fines (by breaking the law) than from simply paying a quarter to park there.
Imagine that, a local government run by crooks that prefers that you be a crook too so they can make more money off you.
As for the filthy meter cop, she should be arrested and charged with extortion and fraud. There is a special level of hell that is reserved for her sick ilk.
I hope she gets a particularly itchy yeast infection and is videotaped in public scratching herself while evidence is collected proving her to be passing out bogus tickets to people with time remaining on their meters. It's better than she deserves, the crooked hag.
It's government's nature, they just can't seem to help themselves.
