Bottom line, if you owe and don't pay this can happen. Although it hurts the van owner

Yes, it hurts the van owner but it keeps the system fair by making most people pay tickets. If ticket paying was voluntary people would park as if the law did not apply to them.

Very easy to avoid siezure. The secret is don't get tickets and if you do pay at once.

"seized"? Who spelled it correctly, "Marshal" or "Anonymous"? If it was "seized" why is it still there?
