I've seen him around. He has blue eyes, he hung around monsey for a while. I wish some of the community leaders would tell us what to do when we see him. He is noticably ill.
Should we call the shomrim? 911?

Yes he has a nervous twitch.

He is quite tall. Some days he seems more normal then others, perhaps because of medication. I saw him last in Shomer shabbos in BP on tuesday.

the guy i see sometimes in lakewood is not that tall-i will not post his pic in that site based on my perception of the guy as being BAD.... He hangs around kids in the park and is allways asking people for attention.

I think he is bad but have no proof.

His name is Henoch Silber(from Israel) he is a grandson of 1 of the big litvishe roshe yeshivos in bnei brak. he is very very dangerous. I bumped in to him this friday night on Ave F in Kensington even though he knows that I will ignore him or throw out of our area, he did not hesitate to ask me if he could eat by me. He will target boys or girls any age from a baby to a married person. if you see him throw him out of your shul or neighborhood. I'm suprised he is still around in the USA with all the kids and bochurim that he had or tried molested. why don't the askonim try to depart back to israel. if any body has more details about him or know why his still roaming our streets or if you have an idea how to get him out of here ..PLEASE POST. I'm very intrested in getting rid of him

If you're talking about the guy I think you're talking about. He was hanging around Crown Heights at one point too. He also speaks both english and Hebrew well.

I had this guy over at my place one night, he didn't try anything so I have no basis for these accusations other than speculation, rumors and his WEIRDNESS.

i know him weel he used to hang out in stulawits in lakewood. recently i see him by shomer shabbos at night on the side walk. he is a smart fellow and knows alot about computers and thats how he starts alot of his conversations. he has a little of an israeli acsent.

I remember in boro park there were guy Yankal Ferfercorn, all the kids were scared of him, but it was because he was different, he was never a threat. He was a nebuch case.

Maybe he is asking to eat by you because he is lonely and has no where to go?

If he does have a problem, the community should work to find the appropriate place for him to get help, not run him out of town.

I'm the guy who posted the comment about remedies under the State Mental Hygiene Law for getting the bad guy off the street, without waiting for the next crime to occur. To the poster who made the cynical comment about Aguda sweeping things under the rug, I would say that cynicism in a situation such as this will get you nowhere. I'm not even going to address what you said, because this is a pikuach nefesh situation, period. If the Aguda lawyers don't want to handle the situation themselves, they have a whole network of lawyers who they can contact, to find somebody who will. It will not be a satisfactory answer to the next child, G-d forbid, molested by this man that people in the community were cynical and decided not to call upon their organizations to act, because they disagreed with their politics. This would be worse than anshei Chelm, and closer to anshei S'dom.

Back to the topic at hand, this guy is VERY SICK. There is no doubt in my mind tha we're all talking about the same guy "Nebach".
To those who seem to know who his father is, maybe contact him and tell him what is going on with his son.

 

So far no one as shown a shred of evidence to implicate this guy, all everyone here is doing is assuming that since this guy roams around the street he MUST be a child molester.

To the people who posted the anti-Aguda comments, OK, you jogged my brain a little bit more. Just don't call the Aguda lawyers, and OHEL, call 311 also. Calling 911 doesn't make sense, because you probably won't see him committing a crime, which is when the police get involved. But call 311 and tell them there's a homeless guy in the neighborhood, who is attempting to molest children in the neighborhood, and he belongs in a mental hospital. They might refer you to the New York City Department of Health and Mental Hygiene, and they might have the power to investigate and bring their own proceeding in court for this guy to be committed to an institution, putting him out of reach of children, and getting him the help he needs.

To the people who don't think there is sufficient evidence against this guy: no, you're wrong. The eyewitness accounts which are posted here are credible, and they should be believed by everybody.

I also wouldn't waste time trying to contact his family in Israel, which could take a long time, and probably be futile. He's a 25 year old adult. In the meantime, children might get hurt.

As far as the extraneous comments about TT, and nobody being "convicted", I just can't let that go. Nobody will ever be convicted because unfortuntately the statute of limitations has expired. But the molester there is extremely guilty.

the process, under public health law requires a physician filling out a form called a 2PC. It must be signed by two board certified physicians (no interns), and renewed every 30 days. The physicians must establish that the patient is a danger to themseleves or other people. accusations would never be acceptable. no doctor in his right mind would risk his license for vague speculation.

 

Excuse me, Public Health Law expert, but Kendra's Law is found in Mental Hygiene Law section 9.60. Kendra was pushed off a subway platform by Andrew Goldstein, who should have been receiving treatment for his mental illness, but wasn't. Goldstein just pleaded guilty, after two trials. In response, the Legislature passed a law laying out a procedure for involuntary out patient treatment.

Where exactly in the Mental Hygiene Law you have involutary inpatient treatment, I don't know, or whether there are related provisions in the Public Health Law, I don't know, but it exists. Remember Larry Hogue? He was a homeless guy who terrorized the Upper West Side, until the City got him off the streets.

it was a political move at best.

it has not, and probably never will be used in a court of law.

you are obviously not a medical practitioner or a lawyer so you may not have the sophistication to understand the nuance of public health issues and the laws that regulate them.

there are homeless people all over the city.
most of them have mental problems.
many of them are sexually inappropriate.
people complain to the city about them all the time, and for many years.

This story breaks my heart! I feel a little better knowing there are a few people out there making his life a little less painful.

He sounds like he has a mental illness, and just needs people to care about him.

I highly doubt he intentionally tried to hurt any children. People should be cautious, and keep an eye on their children, but still help this poor man out and talk to him when he looks for that.

hear's an idea;
1. contact a competant attorney. they probably can't help you, but at least you will feel like you have done somthing.
2. if you know that sombody committed an actual crime you should report it to the police. not speculation, not rumors, actual verifiable knowledge.
3. always watch your family as if there were a predator around. most of them act normal, so you never know.
